Introduction to the Recreational Discipline team

To ensure that recreational cricket continues to be a force for good, the Cricket Regulator has established a Recreational Cricket Discipline team to ensure the game is set up to deliver thorough discipline processes and ensure that the most serious and complex investigations in the recreational game are dealt with in a professional and timely manner.

The team will be responsible for embedding standards and good practise for general conduct across the whole of the recreational game. This is critical to driving a culture which is safe and welcoming making cricket a game that is free from harm. The team will work across the ECB and the recreational game to provide support, resources and guidance to help embed positive cultures and behaviours in our sport, ensuring everyone is aware of the regulatory standards required in the game.

The Recreational Discipline Team has recently grown and is made up of Josh Scully, Leah Thomas and Dan Pedley.

Josh Scully joined the ECB as part of the Anti-Discrimination Unit and the Cricket Regulator in 2022, following a 12 year career in sport development within cricket and football. Josh has since been responsible for embedding consistent discipline frameworks within recreational cricket, to ensure the most serious of offences – particularly discrimination are dealt with in a professional and timely manner.  As well as supporting recreational organisations to set up systems and procedures to carry out effective judicial and Anti-Discrimination processes.

Dan Pedley joined the Cricket Regulator at the beginning of February 2025 after completing 30 years with Leicestershire Police. Dan has a long standing relationship with cricket, holding multiple roles within the game in Umpiring, Tutoring and coaching Officials. He is also the Chair of his local ACO, and a Safeguarding Officer at his local club.

Leah Thomas joined the Recreational Discipline Team in January 2025, with 18 years’ experience as Discipline Manager at the Welsh Rugby Union, Leah was responsible for overseeing and prosecuting breaches of Regulations, including on-field and off-field misconduct, doping, and betting/anti-corruption cases. She then transitioned to British Cycling as Compliance Manager, managing the compliance and enforcement of Regulations and governance within both the elite and grassroots sectors of cycling.
